It depends on their attacks. If hippowdon has fire fang, he'll **** up your mamoswine.
Also, machamp lacks bulk. He's a heavy hitter, but he does too fast. What works best sometimes is having a fast hitter to get off enough shots to draw out shields, then hit with lots of soft to medium charge attacks that do a lot of damage while you don't take any. A venusaur with vine whip as frenzy plant might work better than machamp because it had the bulk to take some hits but can also charge up fast and deplete shields. Vigoroth with body slam might also work. Lucario is probably the best counter though. He resists most of persian's attacks, has good defense and stamina stats, and power up punch jacks his attack stats way up every time you use it. It also hits really fast and has a type advantage. I think it powers up after like 5 counters.
ETA Something with mud shot and mud bomb might work well against raikou. It's got a type advantage and that combo leads to a very high damage output because mud shot is relatively high energy supply and mud bomb is low energy cost.
Or a flygon with double earth moves, particularly earth power as its charge move. Flygon's ground type double resists electric attacks, and it's dragon type also resists electric attacks. Ground moves are the only thing super effective against electric types. A flygon with mud shot and earth power would probably murder raikou.
ETA Flygon bad***ness confirmed. Battled spark's 3000+ cp raikou in master league with my <1500 cp flygon with mud shot and earth power. I beat it without even using shields (ate 2 thunder attacks) and him blocking 2 charge moves. Flygon whipped it's *** and even almost took down his t-tar afterwards.
