Short answer to your question, yes. Fair warning now for the follow up tl/dr version.
Buddy came in to town to hang out before we drove up to the A&M night for the Texas Rangers university days at the ballpark and we literally tested out some theories the last 48 hours or so. Most of these are still a work in progress, so keep that in mind.
You can literally catch the exact same pokemon, size, weight, attacks and CP were all the same on a Bulbasaur we had found in my neighborhood.
One opinion we have is that if you have already caught that species of pokemon, it is easier to catch additional ones of that pokemon when you come across them later. Example of this is when I had an Abra pop up on my phone well before he did. I had already caught one earlier that morning, he hadn't even seen one yet. He missed it when he finally did see it pop up on his screen as we were traveling in a vehicle at that moment. We drove back across that street a couple of times and it never would pop up quick enough for him to capture it before it was out of range.
Your level definitely affects the quality and types of pokemon you can encounter. Parks with several landmarks on their trails make for EXCELLENT spots to keep your supplies rolling in. One park near my house has 7 pokeshops on ~half a mile loop for their main walking trail. Hit that loop a couple of times and you are set for the supplies you need! Buddy had gotten down to like 3 pokeballs left and when we left there from one trip around it he had over 30 pokeballs plus the revives, potions, random items and eggs that also dropped. So just find a good park and spin the icons once you are in range of the pokeshops and you'll be back in business in no time!
These parks also help when you are trying to hatch an egg.

You cannot go over that 30ish to 35 mph speed limit to hatch an egg so don't expect to hatch a pokemon faster by driving around your neighborhood.
