It's not the Governor's news. The county judge or Kerrville officials would break that news. They do have a press conference soon where I would expect them to talk about it, even if it was "we have rescued 2 individuals".

This was out in west texas a week ago going the same slow speed just slightly drifting east quite slowly. It's one of a kind
Yeah, high pressure from more north basically traps these things into becoming stationary or at least very slow. Add Harvey to that too
