To me, even if it can be shown a profit can be made from the purchase via a sale or lease, it is not the role of government to compete with the private sector in real estate dealings.

As a pragmatic Libertarian I totally agree with you, but it is the role of laws to protect me and you from government that is out of control in spending my money. How are you going to get lower taxes when the city loses their ssa on investments? It is not the role of the city to do speculative investments which competes with the private sector. True, but when we elect a person we have no idea that they were going to buy properties unwisely for millions of dollars and way over any appraised value. I expect my representatives to be good stewards of my money. . The only control you have is to not relect them in a few years. It is useable by a person needing the space. The problem is is all the support posts are obstructions for many uses and also all the flooring was removed after the first floor flood from the freeze damage that occured just before the city bought it.
