Deputy Charles Galloway (who was shot and killed) used to live at my townhome complex. He also had his own "security company" which I think he was the only employee of. The neighborhood HOA would contract with his security company to provide additional patrol hours above and beyond the Harris County Constable contract that was already in place.
I'm guessing this must be a common practice among constables as a way to get more security gigs with neighborhoods, clubs, etc.
