The really old farts like me remember that there was a 50s era shopping center across 4th street north of Jones Stadium. It had a Furr's Cafeteria, a Snow White Bakery (yum) and at one time a slot-car race track. One could show up early for a game, eat baked halibut at Furr's and walk across for the game.
When they put in the (still under construction) cross-town freeway, that area got condemned and the new stuff took its place.
The area to the east of the stadium used to be a horrible neighborhood known as the Tech ghetto. While the new redevelopment is impressive, in typical Lubbock fashion, it was a big controversy. The area was condemned by the Lubbock mayor (McDougal) and city council. Then the company that ran the redevelopment was a real estate company owned by (SURPRISE!) mayor McDougal. No conflict of interest there!
Some of the folks who wanted to stay were not happy about losing their homes. Seems like there is still one old home in the development, so maybe one holdout managed to hang on to the old homestead.
