Your opinion is spot on, the reality is that he was never one of the top ranked LBs. As we get closer to the draft, the rankings begin to shift as all the mock guys who aren't well connected get the real Intel on how teams view these players. lets see how it goes with his measurables etc. once they get him in the combine or through pro day. Those rankings are not always right... eye test and watching him the last few years says otherwise IMO. (again, just my opinion)

Based on their grade he is 13th our of nearly 30 LB. I could see late 3rd round to 4th round for him. Just depends on what each team grades him out as and how quickly they start going off rhe board.

Making lots of tackles and the inability to get off blocks are not mutually exclusive. However it is extremely difficult to make big plays and impactful tackles without being able to get off blocks well. I think he lead our team in tackles every year he was here minus his freshman year where he finished a close second behind Cooper. So he got off a few blocks.
