That's complete BS. A defenseless player does not require a launch. By rule it doesn't even have to be helmet to helmet. A hit to the head with the forearm even to a defenseless player is targeting by rule.

You obviously don't know the rule. Intent has no part of the rule when the receiver is defenseless. Intent is completely meaningless.
