I think the strength of their 'reseating' argument goes up every year they announce they have a right to reseat (and don't do it). Thus when they do actually reseat, they say we've been telling you this for years and this is the first time you complained?!!
Why would they want to reseat for football? All that would do is piss people off. There is enough churn in football that if you have the money, you can move up if you want, although it may take you a cycle or two to get your preferred options. It's only people who want to put together big blocks of premium tickets who would benefit. Reseating doesn't generate a dime for the TMF, whereas a capital campaign, would. That's why a capital campaign is likely to happen WITHOUT reseating.
