That's another rule that needs changing. Give the goal keeper an area (say a meter or two). Start with both heals on the goal and once the kicker moves forward the keeper can move anywhere within that area. FIFAs goal should be to get PKs more in the 60% range than 90%. The problem now is many penalties have little or no impact on the goal probability but the PK sure does.
