If a player is claimed on waivers, there are three options:

2) the team can trade the player to the claiming team

If a player clears waivers, he can be traded to any team. Every player can be pulled back from being claimed on waivers one time. If they're placed on waivers a second time and claimed, they have to be traded or given to the claiming team.
Edit: pretty much every player gets placed on waivers. It's a good way for teams to gauge interest and a potential market for their players, even if they don't necessarily have interest in trading them.
