Also regarding CC, this is a decision being made by Team Correa, meaning his wife has a big influence and it's not a pure baseball decision. There is ego involved in the contract and some cities are going to be more desirable for Team Correa to live in than others. I don't see Detroit in the picture unless they clearly make the highest offer.

You think Crane saying they could make an exception to the no long-term contract policy for Correa is lip-service? I tend to think-so, but Crane has said that policy isn't set in stone.

Your question is a good one.
I think Crane hates losing his young core stars and has agonized over CC and considered it. It had to kill him watching all of those Springer Dingers in Toronto in the few games GS played. In the end, an 8-10 contract for $300M limits what else the club can do and he knows the smart move is to pass. He said it was possible, he wants to, but in the end he will pass. Just my guess.
I sure hated waiting out that Carlos Lee contract because Drayton wasn't going to do anything else those last couple of years. It's the difference between having a real baseball guy owning the club and a grocery magnate that never should have gotten involved in the Lee negotiations.
