Rivalries in Texas just don't really resonate nationally. When CFB was strictly a regional sport, that was fine. But when the game started to become more national in scope, conferences with cross-state rivalries became more interesting to the larger CFB audiences. Tennessee vs. Alabama was more intriguing than Texas A&M vs. Texas. The SWC died as a result. Additionally, the Big12 was at a bit of a disadvantage with 4 teams in one state and only one of them with any broad appeal (Texas). Games like Alabama vs. Auburn or USC vs. UCLA attracted far more interest than A&M vs. Tech or UT vs. Baylor.
So this clamoring for UT and Tech to play each other is really only coming from one side. Oh, and also from off-season content creators.
