The green tab has nothing to do with letting outsiders know anything. The green tab is there to give recognition to those in leadership roles who are stepping up to higher level or responsibility.

The commandant is saying he is going to hold them to a higher standard and as a result give them something unique to place on their uniform to signify that higher level of responsibility.

For the record, green tabs were introduced in Fall of '65 following a reorg of the Corps. Only commanding officers wore them...company and squadron CO's, and Battalion, Wing, Brigade commanders and Corps Commander.
