You are thinking of women's basketball. Volleyball and softball brackets don't use that logic. They seed the teams 1-32 and let the chips fall where they may. They do avoid placing teams from the same conference in the same sub-regional (meaning no round of 64 or round of 32 matches between conference foes).
Pittsburgh and SMU are both in the ACC and they are the 1 and 2 seeds in the Pittsburgh regional.
Wisconsin and Indiana are both in the B1G and they are the 3 and 4 seeds in the Austin regional.
