It's a combination of a lot of different things, but here are few that tend to get a lot of attention.Everyone can weigh in. I'm just throwing out things that have caught my attention.
- Ability to meet timelines and milestones for things like initial engine fireup, track testing, etc. For example, McLaren is looking to not be ready for Bahrain testing until Day 3.
- Ability to meet tech standards such as minimum weight, compression ratios, etc. Williams is rumored to be struggling meeting some of the tech standards.
- Other wild-card factors. Mercedes and Red Bull are reported to have a significant engine advantage starting out that may make them favorites to break out early. There was a major ruling in their favor today regarding a specific engine "trick" that was determined to be within tech specs, unless they are changed.
- Other things such as personnel shifts can drastically affect progress as well. Hamilton just split ways with his race engineer, so he may not be established with a new one by the time the season starts.
