I am 100% on board with this idea and will waste enormous amounts of time writing it if anyone wants to contribute character names, settings, or dumb lines of dialogue. I vaguely remember a movie that fits some of your description. The main character was a former football player and his neighborhood was taken over by ex-military types trying to rob something. He starts running around playing vigilante, throwing stuff at the bad guys like he's hitting receivers.
