i think you could argue it was. While non musical programming was its downfall; it peaked in 90s with real world road rules, liquid tv, John Stewart, mtv sports, celebrity deathmatch and beavis and butthead. It was after that first wave of success of non music that they jumped the shark and it got bad quick.
