He was drinking from a fire hose when he was first elected and trusted the wrong people and nominated a lot of swampy creatures. He admitted as much on Rogan.

He also was being attacked and spied on from BEFORE he took office in his first term, dealing with ridiculous impeachments and his own cabinet undermining him at every turn. It's amazing what he was able to accomplish.

One final note, AI was not nearly as advanced as it is today, it was barely in it's infancy. You MUST have skilled programmers in AI to root out the corruption in the complicated web of over 55,000 NGO's in order to actually DO something about it.

He knew there was a ton of waste, fraud, and abuse but didn't have the tools not the support infrastructure to do something about it.

What's this sensitive information they are worried will be stolen? My SSN? Multiple government agencies have it. Likely hundreds if not thousands of govt agents have access to it. My salary? Every business and department I've worked for has that as well as multiple government agencies? Hundreds if not thousands of people have had access to that. My address, tax returns, bank account info, medical history, etc. We could go on and on. The vast vast majority of us have "sensitive" info that dozens of departments within the govt have access to. And as we seen each of these departments has a bloated number of employees.
