He also was being attacked and spied on from BEFORE he took office in his first term, dealing with ridiculous impeachments and his own cabinet undermining him at every turn. It's amazing what he was able to accomplish.
One final note, AI was not nearly as advanced as it is today, it was barely in it's infancy. You MUST have skilled programmers in AI to root out the corruption in the complicated web of over 55,000 NGO's in order to actually DO something about it.
He knew there was a ton of waste, fraud, and abuse but didn't have the tools not the support infrastructure to do something about it.
