I spent a few decades in the mortgage business and this sounds like mortgage fraud. Terms for 1-4 family residential are better than for properties with more units. Mortgage fraud is taken seriously by the government and I assume this will be as well.

Nobody.
Keep in mind that what the tractor is "worth" is only an estimate. You don't know it's real value until it is sold. For common items, estimating the value is pretty easy. For uncommon items, it becomes a lot more gray.
The best way to keep evil men from wielding great power is to not create great power in the first place.
