Having Qatar a strong ally is massively important. Puts way more pressure on Iran and would give us a strong reliable ally in the region, that isn't Israel.

Yep and US law (unlike others) requires that you must also buy training, adhere to 3rd party restrictions and allow the system(s) to be monitored by a case manager until end of life and US approved disposal.

We do this all the time. Singapore has a unit at Mountain Home AFB where they operate their F-15SGs. I suspect Qatar wants a similar deal for their F-15QAs. Tucson hosts the Taiwanese Air Force F-16s and I believe the Singaporeans also operate their F-16s there as well. Additionally at least a dozen countries send their pilot candidates to our USAF or USN basic training programs.
These are usually part of the purchase of US-built aircraft. Small countries like Taiwan, Singapore and Qatar like these arrangements because it gives them access to huge swaths of training airspace that their home countries can't provide due to size.
