Maybe Trump should point that out: Why are the police getting paid overtime when they're not on the street? That's like getting paid to run a daycare when there are no children around.

Yes that is assault. A simple assault but assault. The victim repeatedly attempted to walk away to end the assault but the twerp kept coming back to commit another count of assault. Each time. Those start to add up to aggravated assault. That whole cumulative thing works both ways. Guy with the bullhorn could get six months to a year for that. (Assuming a law abiding jurisdiction and prosecutors which are not present in Minnesota. Or too scared of the Mob to ever do their jobs.)

What happens to cities when law and order fade away? Minneapolis is Exhibit A.
