The end game is too big for him to figure out, and he needs to sit this one out.

The last time Congress declared war was 1942 (Bulgaria, Romania, and Hungary. Just about every President since then claimed Congress requiring the President to seek their approval is unconstitutional. Congress has refused to challenge this assertion before the supreme court.

So let's set aside the conversation that Congress needs to approve a war for now.
