The answer is in your post. At the very beginning of Trump's first term, he brought in several very capable people to his cabinet. They weren't sycophants that agreed with everything he did, so Trump fired them. He replaced them with people that were loyal to him but incapable to hold the positions they were given. At the start of the second term, he stayed with this position of hiring loyalty above merit. The one exception was Elon Musk, who just like those in the first term who actually had career achievements, he was not able to disagree with Trump without Trump publicly turning on him.
