As a 5-seed, are the Texans still guaranteed all road games? Is there a scenario in which they win the WC round and then host the divisional game based on other upsets? If so, this is quite the coaching decision.

Not worried about playing at the Chargers being in LA. Playing at Buffalo is a problem. Josh Allen vs CJ Stroud in the freezing cold equals a likely loss

The Chargers that were going to be the 7th seed even if they won as long as the Texans (starting Stroud) beat the reeling Colts and the Bills (starting Allen) beat the hapless Jets?

Yeah it's not difficult to see why the Chargers would protect Herbert since a win likely wasn't going to mean anything for them, their OL has conceded 54 sacks, and Herbert has been playing through a hand injury. Less easy to see why we'd act like winning doesn't matter.
