It may have its wintering stie very nearby and is coming out for the warmth. If it literally has not moved then it is dying, age or disease, although it doesn't look too unhealthy in the pic. Watersnakes have live birth (no eggs) and it's winter so it's not that.

dont like how long that took me to find, and especially dont like that I cant find the head. felt like I'm about to get bit just looking at it.
