Sounds like if you have interest in what goes on in Millican, you should attend. I'm not sure what the rest of it has to do with this topic.

The dude is definitely not excelling in the "public servant" part of his job description, at least from my perspective.

Also wasn't there talk of a millican reservoir being built for water supply in the past ?

After the embarrassment local folks put on the State and the Brazos river authority the last time they tried to push the Millican Reservoir I can't imagine that will ever see the light of day again.
The Millican Dam project has been in the news since the early 1960's. These maps are from the 1965 and 1975 Eagle: https://ibb.co/Mgg0kYR

The problem with the secrecy surrounding the subject of this meeting is that people need to know if they really need to attend. The Judge says that millican residents should attend but certainly if its important enough for the County Judge to have a public meeting on a Sunday afternoon that some amount of tax dollars are being spent or are going to be spent. If that is the case then every tax paying citizen of the county has an interest and should show up in Millican on Sunday.

Yeah, that definitely seems like the most likely scenario: giant land grab by CS.

I wonder if Millican would try to reincorporate to head it off.

UPDATE: On further review of current CS city limits, i think and annexation this far away from current contiguous boundaries seems unlikely.

Doesn't Navasota ISD extend up that far? Maybe this is something to announce CSISD moving into that area?

Not sure Brazos County would have any jurisdiction over an independent school district. And why would Navasota give up future property taxes as that area develops?

Navasota ISD starts after Duck Haven, so there is a whole lot of land in NISD before you get to Millican. I don't see how in the world NISD would give up all that tax revenue by it going to CSISD.

I think it's much more likely to be something industrial/renewable energy related.

And to think, all of this speculation could have been prevented if the announcement of this meeting had been handled in a professional manner.

Oh, 100%! I am also totally expecting something that is hard to stomach, because if it was something like a solar farm or battery storage, I dont see why the tight lips. I have a feeling it's not going to be well received, and the matter in which it is being handled with this meeting just reeks of something slimy

Surely the newly elected Pct 1 commissioner knows what is going on. Ask him for his input.

This whole thing is bad on many levels.

Elected leaders have to receive training and continuing education on the Texas Open Meetings Act and the Texas Public Information Act.

The Texas Open Meetings Act states that a governmental body is required to provide the public with advance notice of the subjects that will be discussed in both open meetings and closed executive sessions, ensuring transparency in government operations. There are some exceptions related to emergencies and safety.

Digging into the details, I guess Judge Peters could say the subject is property values and be legal here. However, he admits he is withholding information to prevent rumors from being spread. Did he just admit to violating the rules of the Texas Open Meetings Act??? There are exceptions in the code, not sure if rumor control is one of them.

When you get into leadership positions, the promotion often comes with some formal leadership training. A fundamental leadership principle is that if you do not communicate as a leader, others will communicate for you. That typically means when the boss is not communicating, the rumor mill takes off.

Judge Peters had his position during COVID. He should be very aware of the rules and requirements for posting notice (agenda) for a meeting. He should also be very aware of the importance of transparent and timely communication. His explanation of wanting to prevent rumors creates a conundrum.

If he believes that, it is such a poor judgement call on his part; he looks like a County Judge with poor judgment. If its something else, that relates to ethics and integrity.

Finally, this is how incoming Precinct 1 Commissioner Nettles is introducing himself to the public in his role. While this is not his meeting, he was just put in a bad spot by Judge Peters. I don't know if in his past position he had to know the meeting requirements. As a 1 star General am sure he know the leadership and communication implications.

I wonder if he pulls the judge aside and has a conversation with him.

All great points! To expound on Nettles, he is also a lawyer, so hopefully he gives the judge a lesson on this. We can only hope.

Is this thread where we engage in the wild speculation he claims to be trying to avoid?

My guess? Deal with a battery storage developer for the county-owned land around the BTU switchyard down there
FWIW, I checked the ERCOT interconnection queue and Silver Spur Energy Center, LLC has filed for a BESS interconnection study with the POI location as TAP BRYN_WBRN (BUS #32895) - MILL_SW138 (BUS #32856) 138 KV LINE. That just means somewhere along the line between the Millican Station and the one that's just northwest of Millican Reserve.

We've also got our first two solar projects in the queue for Brazos County, plus another BESS site that looks like it will be in Bryan city limits.

As I recall, in a campaign conversation with Nettles, the topic of south county access to county services/offices. it is not imposable the county is opening a Dist #1 office down there. Would be consistent with practices in other counties.

But what the heck we can speculate... absent Peter's proper use of Open Meeting Act.

I am just having trouble believing it is something bland, because if it is, why the need to keep it secret to avoid rumors and misinformation?? It's something they obviously want to control the narrative on, and i dont see something bland like opening a south office as needing this level of "control"

Peters appears to just be doing a poor job of making some sort of announcement. You know he isn't violating the open meetings laws as the commissioners court isn't meeting and conducting business.

Since the judge is inviting speculation, my money is on Chilifest relocating to Millican.

Also, agenda has to be posted 72 hours before the event. So look for it to be posted shortly.

Not only does NISD extend that far, that area is home to some of its wealthiest residents and they recently passed a bond to build an elementary in/around Millican.

Yeah, Navasota ain't giving that up. Navasota along with Bryan did an excellent job of surrounding College Station with extra territorial jurisdiction. Effectively leaving College Station just a few flood plains has leftovers.

Those elected officials that organized this meeting and didn't dislose the subject, should be fined and warned that if it happens again, they will be prosecuted.

ETJ has nothing to do with school district boundaries. Those were drawn up a long time ago

ETJ and ISD district lines are completely unrelated to each other. ISD lines are decades old and generally fixed. ETJ lines change with each annexation of land. One is ISD. The other is city government.

Half of Peach Creek subdivision is also in Nav School district.

The city of Navasota also goes north of the Navasota River on Hwy 6.
