Being wrapped up and dragged to the ground isn't defenseless? Sober up man.
It hasn't always been, no. Usually have to be stood up for it to be defenseless.
I've seen worse not called on "defenseless" receivers and RB's that were getting tackled.
Being stood up is just one possibility for being defenseless. Another is being in the process of making a catch. It could also be a QB in the middle of throwing. Or being pulled to the ground. Basically, anything where you have no ability to get out of the way or adjust to lesson the impact.
