Same reason NFL refs let a questionable interception or fumble play out before blowing the whistle and calling it back.
With video review you don't want to make the wrong call and stop play that could have resulted in a score. Let it go, once the chance is over then make the call and let VAR overturn you if you're wrong. Either way you got the true outcome

In football there is a well established point when the play ends. In soccer the scenario can play out for for a long while.
What happens if a defender causes injury during professional foul and dogso because the ARs flag didn't go up. Players rely on the refs to call the game consistently.
