Altuve doesn't strike me as the "hard conversation" guy, he seems pretty reserved to my uninformed eye and more of a "lead by example" person. Correa I can see doing it, guys like Springer and JV when they were here I could see doing it.
I don't think we know at all what Dana and Joe tried and did't try to do. There is a MLBPA and an owner to deal with. It seems soft from the outside, but who knows what actually happened.
Hell, when Joe and Dana asked about the in-game situation Caesar could have covered for Framber and confirmed it was just a mix up. Can't give discipline for that if they are both going with that story.

Matthews is the long term solution (as of now) for 2B and/or SS. I don't know what we have in him yet but unless we get back someone to be that long term replacement we have trouble.
