this is where only seeing the first season (and a few eps of it, at that) doesn't give you a full glimpse of what made the show so great. without giving too much away, the subsequent seasons take on a different institution to show how the city ended up the way it did. but to build that all up, you have to be patient with the story. I think this happens in a lot of shows where they have episodes that set up the pieces so that they can eventually start to knock them down. The Wire takes this to another level, where good portions of each season are spent setting up the pieces, but the payoffs are spectacular. and as you get used to the pace of the show, learn the characters, etc., even the setup episodes become really interesting and nuanced.
as others have said, it also has incredible rewatch-ability. once you know what happens, you can then rewatch to see how they set up the pieces (because they all matter, after all).
if it's not your cup of tea, that's fine. But I'd encourage you to at least finish the first season and maybe even give the second season a shot. There's a reason it took awhile for The Wire to really be recognized as being as great as it was. You can't see it in the beginning, but as they pull the lens back, and you start to see the bigger picture of what they're doing, it's really remarkable.
