Well, theoretically I can see where RoP would be expected to have a longer reach and wider target audience. Problem is based on execution and quality they should have focused on MMM instead.
Problem with RoP is that the market for streaming doesn't really have the unrealized consumer spending to justify the budget. There's not enough consumers who haven't entered the market or who are willing to spend more in the market. US streaming market is at $40 billion in revenue, so the expectation that people are going to dump another billion or so into it for the show to just break even isn't very realistic. International markets aren't going to invest themselves into an English language show when Netflix is pumping out and focusing on international content in native languages. At this point, people are often spending as much on streaming as they did on cable and some are starting to cut back. They're not going to go out and get a Prime subscription for a single show in the huge numbers (more than 5-7 million) necessary to justify RoP unless it is the greatest thing ever put onto film.
MMM didn't cost anything near what RoP did, but it brought plenty of eyeballs and award recognition. It had a proven track record justifying it's budget.
Honestly, Amazon seems completely lost in how to fund and greenlight projects. They've dumped serious money into some series that were ultimately forgettable or downright bad while not having any huge successes beyond MMM. A lot of their media choices (including prime music) just make no sense.
