He relaying information of how the General Counsel is advising to apply the anti-DEI law the house passed. He said that student groups are still allowed (presumably under freedom of speech, my words not his, and even though I am against DEI I would agree here) and that the law states that research can still be conducted that would have been regarded as DEI. That's literally all that video is.
Those screen shots are from the Texas A&M School of Law that provides students guides/books on how DEI applies to law.

Targeted recruiting is trying to appeal to a certain subset of people. It could be used to indicate targeting with DEI but it targeting people that live in or are from a certain area, attended a certain University or type of program, are part of an industry trade group, have certain certifications, etc. are all examples of it. It's a very broad term.
There isn't anything significant in this accusation...it's just Harrison stirring **** up like he likes to do.
