We had a presidential election in 1864.
Half the country didn't vote in that election either...
And, as has been stated ad infinitum, Ukraine is under martial law, and their constitution forbids elections until martial law. Every time this is brought up it gets ignored. Unless they lift martial law, which they aren't doing until the war is over, any elections are illegal. That is not the case here and why we can and have held elections in wartime.
There's also the practical problem that Russia is likely to bomb any public polling places.
