Not surprising. Ukraine is rife with corruption. They've gotten better in certain areas in recent years but by no means clean. Their government is an outgrowth and continuation of the Russian tradition. Will take a lot of work and dedication by the right leadership to even scale it back to standard Eastern European levels of corruption, never mind US levels of corruption.

Just like a liberal democrat, Zelensky proved to be an inch- deep thinker when he kept sparring with Trump over the peace talks with Russia.
