The thing to notice is the conflict between other Portlanders on the thread saying bad things are happening, and you did see the video of some chanting USA, so clearly there are Portlanders that are being put to grief by the actions antifa. A local lady filed a lawsuit against the police for not upholding the law. And the judge just dismissed it because it is just a "peaceful protest" and damn the locals.

I was using anarchists in the earlier sense of any disruption of the productive order is not really the citie's job to allow or permit. For example, BLM blocking streets really shouldn't ever be allowed by prior century standards. This avoids the whole thing of `labeling' or dealing with such evasions as `Antifa is an idea' ---- make it about the actions and disruptions, and the duty response of civic authorities becomes clear.
