Maybe make them settle in more controlled areas like Guam or Kauai. Considering where they came from, they could make no legitimate complaint or expectation as it would still be far better.

Needs maximum punishment including public death sentence. If we're rolling out the big guns with the NG acting as police; you cannot go light on the punishment or the deterrence aspect of the NG being deployed loses its power.

In my initial guess? This was perhaps a paid / coerced / targeted strike simply to see "what would happen" and test the reaction and fortitude of the NG being deployed and what power it actually has.

Cannot back down from this.

Send them to Guam or Virgin Islands or Puerto Rico; they're on "America soil"

I spent 3 1/2 years in Afghanistan and speak Pashto/Dari.

The assailant was part of a National Strike Unit (NSU), also known as a Zero Unit.

He served with NSU-03, which conducted counter-terrorism operations in Kandahar.

Zero units were the most elite part of the Afghan military.

My guess is that he was flipped by ISIS while stateside.
