Unfortunately, this may not be an exclusively Qatari/muslim initiative, but rather an intersection of agendas. Obviously, take the source skeptically and with caution (NYT) but I found this take on the recent NYT drop to be interesting and would tidily explain a lot of what we've seen on the foreign policy front in Trump's year 1.

This vertical bounces into the rest of the admin policy apparatus in sometimes unpredictable ways, but it seems to largely have the run of the place in Ukraine, stopped only by Trump's periodic interventions due to random factors.
This is similar to what we saw earlier this year in the internal admin fights over Mideast policy (see second screenshot), though there the restrainers lost due to Trump's relationship w/ Bibi and Israel's ability to unilaterally create new facts on the ground.
I'd add a few things:
(a) The "pivot to Asia," cited to justify forcing a pro-Russian settlement on Kyiv, seems largely to be a pretext for a general policy of retreat (or "restraint") in all theaters. The new NSS and the recent Pentagon China reportboth products of the restrainer factionare in fact quite dovish on China compared to Trump 1 and even Biden. This fits with idealargely unstated in public, though frequently heard in the DC rumor millthat the actual policy is to create tripartite spheres of influence, with the US taking the Western Hemisphere while ceding Europe to Russia and Asia to China.
(b) The conservative/MAGA pro-Israel crowd seems somewhat split on Ukraine/Russia. I think this is a mistake. The same faction that wanted to effectively revive the JCPOA with Iransee Witkoff's "gaffe" on enrichment, for instanceis now running same playbook with Russia. Results are likely to be similarly poor (Obama/Biden Iran detente --> Oct. 7).
(c) Domestically, the pro-Russia faction is effectively identical to the conspiritard antisemitic faction, and pushes the exact same ideological memes ("neocons," "warmongers," etc) through the same messaging verticals (Tucker, Bannon, Malik, post-Kirk TPUSA). Unsurprisingly, this messaging tends to align with not only Russian but also Chinese, Iranian, Qatari etc interests. Unsurprising bc (1) these countries are all aligned with one another and (2) the governing logic domestically is to use foreign adversaries as allies against domestic enemies. "Russia" and "Iran" don't exist in reality. They are neocon phantasms and thus we must align with them to crush the neocons.
This is all pretty explicit with Tucker."
