Warning the law enforcement's subject that law enforcement is around is interfering with law enforcement activity. If the subject gets away because of your action, then you interfered.

COnfirms he did struggle, maybe was in shock, who knows, and that he was searched for a weapon. But says it appears the guy removing the weapon is also the one who yelled gun and that was incorrect cause he had the gun and that the other officers should not have fired because of that mistake.

After 10 minutes of frame by frame they sheepishly let out the whole thing took place in about 1 second.

His ACTIONS not a piece of paper, rules about said paper, etc. matter in this situation.

HE made the bad decisions that lead to his death. HE is responsible for the consequences of his actions.

The message they send is that ICE is there to round up any person with brown skin. What ICE needs to do is to get ahead of that narrative and say, "Agents are here to arrest certain individuals on the charges of rape, murder, arson, rape, and stampeding cattle through the Vatican.". Put the onus back on these people to prove they aren't protecting criminals.
