It's in semantics. Iran retains substantially all of its air force. The planes are sorted by fuselage pieces vs wing pieces and the engines need rebuilding, but they retain all the pieces of their Air Force.

The missile production facilities are still there but require rebuilding and they have no source materials to construct, arm and fuel the missiles, but in theory some capability remains.

Who is DIA Director and do they have a real name and evidence to support their position?

I believe that "nuclear dust" is indeed traceable. And Iran has been caught several times with nuclear fuel rods that were supposedly of x origin be of y origin.
