No, this is separate from the I-45 project. The I-10 project is to raise I-10 out of the floodplain because it has flooded 10 times in the last 30 years.
Ok so it has been unusable say 30 days in the last thirty years if we give it 3 days for every flood event. This is going to make it practically unusable for probably a year, given historic construction trends. Even if we said 5 days per flooding event l, that only gets us 50 days of non use in the last 30 years. If we are going off strictly lack of use, it's going to take something like 150+ years to break even on the down time alone.
I'm sure the flooding causes some undue wear, but IIRC it's never been bad enough to close it down on a long term scale to address flood related damage.
I know this is simplifying it, but still.

Now they are planning to reduce the lanes down to 2 AND shutdown the HOV out of downtown, thus adding even more traffic. Its already hellish trying to escape downtown with traffic spilling onto Allen Parkway and Memorial.

TXDOT is clearly showing that these projects will wrap up by a certain date. With the negotiating leverage, resources and initiative of the government behind these projects they should probably finish ahead of schedule and under budget. It really is going to be a completely different driving experience around in Houston in 2028 and beyond...

I read somewhere the current flyover will be demolished and rebuilt at a higher elevation.

Starting October 24th, I-10 is going to be reduced to two lanes in each direction between Taylor Street and Downtown. The connections from I-45 south to I-10 west and from I-10 to I-45 north will be closed. This is expected to last into the middle of next year.

Where are seeing that eastbound will be reduced to 2 lanes? The only thing I see on that is the connection to 45 North will be closed.

Significant progress is being made as we continue advancing through phase 1 of the I-10 White Oak Bayou elevation project. Beginning Friday October 24 construction crews will implement a major traffic switch that will reduce the I-10 westbound mainlanes between I-45 North Freeway and Houston Ave to two lanes of traffic which will remain close until an estimated mid-2026.
This closure is necessary to complete the construction of the new elevated westbound mainlanes, which will overlap the footprint of the existing westbound mainlanes. Currently, on I-10 westbound between I-45 and Studemont Street, the lanes are reduced to three lanes, while the I-45 northbound connector ramp to I-10 westbound is reduced to a single lane of traffic.
Other major travel impacts:
- Total closure of the I-45 Southbound Direct Connector to I-10 Westbound, including the HOV lane, estimated to re-open mid-2026. This connector will be fully closed to allow for its removal and reinstallation at the new elevated height.
- Total closure of the I-10 Eastbound Direct Connector to I-45 Northbound, estimated to last through project completion in mid-2028. This direct connector weaves over the existing westbound mainlanes, under the existing HOV, and will be rebuilt similarly through the proposed bridges. The construction will be completed in phases throughout the entirety of the project.
