I don't think he has an agenda against them or it's an Austin vs Palo Alto thing.
He worked in Silicon Valley before he got into television (Judge is a brilliant and fascinating guy), and he saw an opportunity to make a satire of something he knew very well. Similar in that way with King of the Hill and blue collar Texans. And like King of the Hill, even though there's a lot of fun being poked, it's never mean spirited, and in a way it's kind of a nice tribute. And really funny at the same time.
