There was oversight on TLOU. He had full creative control of the sequel. Druckmann did not lead development of the first game.
The other director was in charge of things like gameplay. Druckmann was in charge of the creative direction, including the lone writing credit. The narrative side of Last of Us is 100% his brainchild
Straley was the overall game director, full stop. Druckmann was writer that reported to straley. Feel free to look up the credits.
I did. Druckmann was credited as Creative Director in addition to writer. It would also take only a quick search to show that they were co-leads on the project, as is indicated in pretty much every interview about it.
I also have the benefit of over a decade in the games industry, and can explain to you that a Game Director, while having input, is very much going to defer to the Creative Director in terms of the overall creative direction, especially in a game where they need to be concerned about things like combat, gameplay, multiplayer, etc. A Game Director's job is to figure out how everything fits together and provides a consistent experience, not to say what the story beats are.
