Agreed. Phil whacked in front of his wife and grandkids, and Tony gets whacked in front of his family after the FBI agent goes to the can, and the hitmen roll in. Also, Tony was about to be indicted and the "family" worried he would flip.

makes sense based on the flashback they showed with Bobby and Tony on the boat

The ending was tense. The family all together (just like every other season finale excluding Season 4) but with Meadow running late. The camera focuses on several people walking into the restaurant (the black guys, the guy wearing the members only jacket). Anyone of these guys could be hired to put on a hit (Maybe Butchy double-crossed Tony). Every single viewers mind is running a million miles a minute on whats going to happen. Will the guy come out of the bathroom and pop Tony? Will Meadow join her family and have a simple family dinner? Where the Feds about to burst in on Tony in one of the few good moments of his life in the past year?
By cutting it off, David Chase allowed for all these endings to occur. People will transpose whatever ending they hoped for. I personally think the guy in the bathroom points a gun a Tony as Meadow walks in.

And when in the history of Sopranos has what you thought was going to happen actually happen?
