It remains to be seen, but it sounds like a superficial change designed to placate conservatives. You can bet Burrows will put his Republican support in the committee chair positions, likely ready to side with Democrats over their conservative Republican bretheren. I hope I am wrong on this, but I don't trust Burrows at all.

He then paid the vice-chairs $4k/month (never have they been paid anything extra). He and friends refused any debate, amendments or discussion after sending the rules package out at 4 AM. This was a sham and there is a reason the Democrats (Gene Wu) held a press conference declaring that they had gained the most influence and power they have had in recent memory. This was nothing more than an elaborate trick to allow those who voted for him to declare they "ended Dem chairs" come next election.
