If what Pritzker said doesn't justify counterintelligence ops to surveil him and his associates, I don't know what does. They made the decision to surveil Carter Page on much more flimsy evidence than direct statements like this.

2) Leaking classified info is not sufficient for the death penalty unless you can prove treason. This would be hard to convict as treason. If you take too broad a definition of treason, you give the state way too much power. For example, if UK continues to go full Shira law, speech against the government will eventually be labeled as treason, punishable by death.
