IIUC, kinetic means non explosive. Has been used in surgical strikes on cars with terrorists in the middle of a city. Takes out the car and all within but nothing else around it. Maybe they use it on the boats to preserve some evidence of the drugs? (Although there's a big explosion. Maybe fuel?) Maybe it's cheaper than an explosive missile.
