This is a function of Puerto Ricans, Dominicans, and Cubans speaking a version of Spanish that sounds like they've got a mouthful of water and trying not to spill a drop of it while speaking.
It's an "in" joke across the rest of the Spanish speaking world.
I worked as a designer and then construction engineer for the Texpress 635 project in Dallas years ago. Company building was from Spain. Managers were from Spain. Field leaders were from Puerto Rico and South America. Field crew were from Mexico and Central America.
On the traffic side, I was specifically needed as the plans were not constructed correctly all over the place as the translation from different versions of Spanish was not done correctly. Had to come up with solutions to reroute 10,000 of electrical cables or 2,000 feet of conduit because they forgot to install it in a bridge or rail.
