Given the timelines I've seen, the siren wouldn't have accomplished anything. First call to 911 was at 4:05, and at 4:06 the suspected shooter was a block away. He was probably already gone from the building by the time the phone rang at 911.
My guess is that he walked through the door at the back of the lecture hall, emptied a magazine into the room, and then left. Once he's clear of the classroom and the gun is hidden, he's just another dude wearing a mask (on a deep blue campus in a deep blue state, where masks are much more common than in Texas) and dressed for New England in December.
If he had wanted to shoot more people, he easily could have. So he's not your typical active shooter, looking to maximize body count.
But given that he was a block away only a minute after the first call to 911, the sirens wouldn't have done anything, and there's no way the police could have gotten there in time to stop him, unless they were right outside the classroom when he started shooting.
While everyone seems to be largely looking at the Republican club leader as being the target (possibly because she's a photogenic blonde girl), I believe the professor teaching the class for which the study session was being held is Jewish - her name is Rachel Miriam Friedberg, and she's part of the Judaic Studies program.
And the guy who's internet profile is being scrubbed is a "third generation Palestinian refugee." (I heartily invite they/him to go to Gaza, and see how high a building they throw it* off of.)
Speculation: if said "3rd gen refugee" was indeed the shooter, it goes to the room with the intent of shooting the Jewish prof. Except the prof isn't there, it's a TA leading the study session. Having gotten psyched up, and possibly already having the gun out, it proceeds to open fire anyway, then unasses the AO.
In this scenario, the shout might just as likely have been "Free Palestine" as "Aloha Snackbar."
