It's not an independent board - they serve at the pleasure of the president, and he canned the director and the whole board earlier this year and replaced them with his people, who then reciprocated by making him the chairman.
As far as the legality, I'm seeing that the name is established by an act of Congress, and will take an act of Congress to change. This appears to be a symbolic and secondary name like the "Department of War" thing, at least for now.
The board consists of more than Trump appointees per my understanding. Though I have to be honest I don't care about the board, the center or whatever they call it.
I just think its humorous, and quite frankly ******ed, that people think Trump made some massive effort to rename the center for himself.
Like the Reiner tweet, it brings the TDS sufferers out in full force and gave me some much needed entertainment.
Meanwhile, Trump is providing fed workers with a great Christmas break, establishing the Patriot Games, rescheduling marijuana, signing in a new NASA administrator and making a commitment to go back to the moon by end of his term.
But people really think he gave two ****s today about what the Kennedy cultural center is named. That is comical.
